Persuade China, Russia and various other countries to play their part?

Some of the biggest nations and companies should indeed be doing a bit more to play their part, but what has that got to do with the UK playing it's own part?

Just because we need China to do more to reduce it's emissions doesn't mean we get to conveniently not bother doing our bit.

Emissions from petrol & diesel vehicles (and electric vehicles via the power stations that power them) across Europe are a significant contributor to global carbon emissions. That needs to be addressed, irrespective of what others are or aren't doing.

IF the claims are to be believed - the WORLD has to change its behaviour totally - emissions don't stay static over the producing areas.

How do you suggest they reduce emissions instead?

If they take the Inner Ring Road out of the CAZ, that might be enough to do it.

In any case, they are ignoring the pollution near the Midland station because it's the trains that are causing the pollution.

What about a sensible, well thought out policy?

That's why I have kept saying that we need a proper public transport initiative that actually works.

Big Sticks & No Carrots, rarely works.

Unfortunately with the way our public transport ownership models and lack of investment in general, the stick is about all a lot of local authorities have to work with (I'm not saying I disagree with you).
