Some of the biggest nations and companies should indeed be doing a bit more to play their part, but what has that got to do with the UK playing it's own part? Just because we need China to do more to reduce it's emissions doesn't mean we get to conveniently not bother doing our bit. Emissions from petrol & diesel vehicles (and electric vehicles via the power stations that power them) across Europe are a significant contributor to global carbon emissions. If they take the Inner Ring Road out of the CAZ, that might be enough to do it. In any case, they are ignoring the pollution near the Midland station because it's the trains that are causing the pollution. Unfortunately with the way our public transport ownership models and lack of investment in general, the stick is about all a lot of local authorities have to work with (I'm not saying I disagree with you).
