Tipstaff
Operational necessity comes into this. Their vehicles are marked and have flashing lights for this purpose.
redruby
Look, as much as some would like, or feel entitled, to park wherever and whenever they want, it’s not going to happen. I’ve seen parking wardens parked in the bus lanes on Ecclesall Road when these are in operation because they are issuing tickets to the dingbats that have parked up there. How else could they do their job if they had to go hunting around for a vacant parking space on a side street? It’s not ideal granted, but it’s necessary to do their job. In an ideal world we wouldn’t need parking wardens because people wouldn’t park like entitled, selfish idiots.

Oh and also an accusation you must work for the Council.

For the record I don’t work for the council 🙂

Never understood that argument - they could park down any sidestreet on a double yellow (because they can) and chase off the miscreant at which point the bus lane would be empty - instead they often park in illegal (to the rest of the populous) or dangerous positions (like in that video) or end up causing as much of an obstruction as those they have ticketed. And actually all we would need are cameras not extra cars on the roads.

They largely stopped councils from using cameras to enforce parking.

And actually all we would need are cameras not extra cars on the roads. The side streets are often narrow and double parked. It would be more time consuming and impractical to park there. Basically, some people are sore because they can’t deal with the fact that parking wardens will park, briefly, where the general public aren’t allowed to to issue parking tickets to entitled, selfish idiots who feel they should be allowed to park wherever they want for their own convenience and stuff everyone else! These are the people that use every lame excuse in the book to justify their selfishness. 1
26b-6
So you agree, and confirm Parking-Services clearly are not fit to serve us. The law should apply to everyone, especially those who we pay to uphold the law. Having exemption from dangerous, unnecessary selfish obstructive parking, is no excuse or justification for this behaviour. Leading by example and moral decency should be a given. Thankfully it is not common practise for Police Constabularies to be stealing cars whilst arresting others for stealing cars. If they parked on the double yellow at that location, that would be a worse location in terms of planning for a speedy exit, as it’s essentially in a short cul-de-sac with one exit which can easily be blocked. The truth is that none of us knows exactly what the situation was when the CEO’s arrived ( in terms of what spaces were or were not available) or exactly why they parked at that point. The fact is that they are exempt from the waiting restrictions for very good practical operational reasons. To my knowledge all local authorities have these exemptions for enforcement. You may not like it and you can complain about it if you wish. The CEO’s are fully aware that these situations arouse anger and resentment and they should always be prepared to justify their actions. I'm not from Sheffield and do not know the city-centre particularly well. But if I have the location correct, it is Charles Street and there's a great big Q-Park! If there wasn't any car-park, like you've stated, their selfish obstructive behaviour would not be excused.

So you want them to go and park up in a private multi storey car park, and pay the private company the fee to get out (it's barrier controlled) whilst dispensing tickets?
