If the 'clock has stopped' in the case of mike1961, why are the tickets still being issued - if they are?

Because each ticket and each day is a seperate "event". If I park in a loading bay on a Monday and get a ticket for it, i will still get one if I park in a loading bay the Monday afterwards, regardless if i appeal the first or not.

Councils process huge numbers of penalties, no one needs to create jobs for the sake of it in that area of work.

 

The clock stops on progressing the enforcement of the penalties ie if it’s a challenge at the first stage of the process, where the fine can be paid at discounted rate, it doesn’t progress to the full amount being due until the challenge is resolved.

 

We don’t know because we haven’t been told ( and there’s no need to tell us), exactly why the penalties are being issued, so it’s difficult to comment on why it hasn’t been resolved yet.

 

All of it is dependant on being able to process the volume of incoming challenges/appeals/enquiries. So, if there’s for example a 4 week backlog, it will take that long before anything happens to stop further penalties being issued.

In this day and age of almost instant communication, I fail to see why it is not possible to press a couple of keys and pause the issuing of the penalty notices until a decision on the initial one has been reached. If that appeal fails, then just issue one notice covering all the subsequent contraventions - saves a hell of a lot of time and effort.

They would have to actually read his email first before they can "pause" anything, of course. Thats likely what the issue is....it hasnt even been looked at yet. Hence why they havent corrected the exemption and hence why he keeps getting the "fines".

If you park 'in a different loading bay' each time and get a ticket for each one, yes they are separate events, but I'm (admittedly guessing) that you would tend to enter the CAZ via the same route, with an exempt vehicle, in mike1961's case?

Loads of assumptions in this - including fro me - but reading an email and pressing a button is that hard.

It wouldn’t make any difference what route they use.

 

If the system thinks the vehicle is chargeable, a penalty will be issued each day the vehicle enters until the database is updated to show it as exempted.
