Andy C
Sorry to ask a a dumb question but what's a quality contract ? Basically the local authority controls the whole bus network but contracts the operation out to private bus companies. So in our case it would be SYPTE setting the routes, timetables and fares, they would also keep the revenue and pay a set fee to the bus companies to run the service to a certain standard. ---------- Post added 15-09-2015 at 12:47 ---------- The new network has been shaped by a consultation led by the Sheffield Bus Partnership (SBP) in July which attracted almost 2,500 responses. The feedback helped the SBP to develop and improve on the proposed network based on passenger travel patterns and community needs including retaining a number of local bus links. The network review has built on the existing successful SBP agreement model to create a network that is better coordinated and sustainable. Buses that are not well used have been removed and supply better matched to demand, with services re-routed or resources reinvested to parts of the city that need them more to improve access to employment, education or community services. They certainly didn't listen to the needs of the residents of the Alport estate, retaining their bus link to Crystal Peaks, but yet they have approved for the 7 to go from Ecclesfield to Crystal Peaks something just doesn't seem to add up with their logic. Around the corner from me is a 85 yr old woman who can hardly walk and still maintains her independence by doing her own shopping at Peaks by catching the 55, this is now being removed and she is now expected to walk uphill to catch the 42 on Silkstone Rd to travel 1 stop and then continue walking up to catch the 120 to Peaks, hardly a improvement to community service, but they do offer the Community Transport service which as I said before I believe you have to ring and book this so any spontaneous trips are to be a thing of the past. I think SYPTE deserves a round of applause for the lack of consideration in their planning of the new routes, let's just hope the planners don't grow old or infirm and can't drive anymore and see how they will cope, oh sorry I forgot they'll retire on a fat pension something that many old folk don't have. It is actually looking like the proposed changes to the 55 and 252 aren't happening now other than a bit of a service cut on the 252 judging by the new timetables published on the TM Travel website. Caz1
I suppose there will still be no bus going up Greenhill Avenue. When i first moved here there were 3 buses, 2 to town and one to Meadowhall. Now there is none. A while ago the no.19 came up here, now even that one now goes as far as Chancetwood. It is not so bad walking to Meadowhead in the summer but in the winter when its icy and dark nights it isnt so good. I have complained before but just get told that it is too busy with traffic for buses to keep to their timetable but surely other roads are just as busy. -xsf
I don't see why the travelling public should be held to ransom by the likes of Stagecoach, who make multi-million pound profits. The SYPTE should have put contracts out to tender if these companies were threatening to leave the city, there are other providers who I'm sure would be happy to operate buses in Sheffield. I don't think people realise what impact this will have, as the information provided seems to be intentionally baffling.
Annie Bynnol
The legislation introduced and later amended by government that would allow local authorities to regulate bus companies is flawed. These are called Quality Contract Schemes where the local authority would set fares, routes, frequency and subsidy. No local authority has as yet have one in place because of: cross subsidy is illegal - prevents a group of services to be clustered as in the practice in many other countries. legal challenges - such legislation is being challenged in court. cost of implementation - extra cost of legal an professional advice. cost of management - cost of extra staffing to plan, contract , audit and monitor. cost of failure - the enormous cost to the public of providing buses, staff, depots etc. if a provider withdraws or fails. political and economic brinkmanship - long running and very public argument between local authority and bus company(ies). In PTE areas monopolies by one or two companies make control impossible. The Sheffield Bus partnership is seen by most as the best solution until the government re-drafts its legislation on bus deregulation or allows the nationalization of bus operation as in London. Andy C
Do you know whether the H1 will still be in service Andy? I can't find it on any lists. Yes, it hasn't had any changes registered. I could be wrong but I have a feeling it runs under contract to the NHS rather than as part of the Sheffield bus partnership. I've run a search on VOSA and this appears to be the new list of services operated by Sheffield Community Transport. 5 Sheffield-Firth Park 10/10A Manor Park-Hallamshire Hospital & Upperthorpe circle 31/31A Sheffield-Walkley-Hillsborough-Loxley (Mon-Sat daytime) 32/32A Sheffield-Firth Park (alternate journeys) 268 Hillsborough-Wharncliffe H1 Hallamshire Hospital-Northern General Hospital shuttle M92 Foxhill-Harley S6 Hillsborough shopper circular Elsewhere it looks like no changes to the M17 operated by Hulleys between Dore, Bradway and Jordanthorpe. The Hulleys journey from Sheffield to Baslow on route 218 (about 7pm) is altered and using a different route (via Ecclesall Road, Fox House and Grindleford) and will be numbered as a 65A. Things will become clearer and more accurate once SYPTE have published all the timetables and network maps on the Travel South Yorkshire website, the first few timetables were posted on Friday.
