wellyman
So if the BBC and not the Government control the distribution of the funds, why do you think that the Government ministers seem to think that they can give some of this money to a rival organisation? If what you claim is true it would seem a very bizarre proposition. Edited June 17, 2009 by wellyman
Magilla
So if the BBC and not the Government control the distribution of the funds, why do you think that the Government ministers seem to think that they can give some of this money to a rival organisation? Because they intend to change the law in order to enable them to do it! As yet this hasn't happened, and as such ministers cannot touch the money no matter how much they may want to. If what you claim is true it would seem a very bizarre proposition. How is it bizarre? I have made no proposition. Bizarre or otherwise. I've merely stated the facts as they stand today. I didn't say they weren't going to change the law, just that it has not happened as yet. Currently/today/this minute the BBC Trust controls the money from the license fee. wellyman
Have you even bothered to read any of this? For ministers to get their hands on this money, they must change the law. As yet this hasn't happened, and as such ministers cannot touch the money no matter how much they may want to. How is it bizarre? I didn't say they weren't going to change the law, just that it has not happened as yet. Currently/today/this minute the BBC Trust controls the money from the license fee. Which law is that then? tonkatoy
Which law is that then? There isn't one. There are already proposals to take funds from the licence fee to subsidise the purchase of digital TVs for OAPs and people on low income. It all seems daft to me, as many of these people have already dipped into their own funds to buy the required kit. Incidentally the World Service is a seperately funded arrangement directly paid for by UK taxation.
Magilla
The Appropriation Act 2007 covers the monies the BBC recieve, it expires every two years. The Communications Act 2003 gives the BBC the right to collect the license fee. Edited June 18, 2009 by Magilla

wellyman
The Appropriation Act 2007 covers the monies the BBC recieve, it expires every two years. The Communications Act 2003 gives the BBC the right to collect the license fee. What absolute hogwash. TheAppropriation Act covers all items funded by the Teasury, even down to the cost of running overseas territories such as Gibraltar. There is a simplistic version of how the BBC is funded by TAX on Wiki. http://en.wikipedia.org/wiki/Television_licensing_in_the_United_Kingdom The licence fee is set annually by the Secretary of State for Culture, Media and Sport by the use of Statutory Instruments. The BBC is authorised by the Communications Act 2003 to collect the licence fees. The money received is first paid into the Government's Consolidated Fund. It is subsequently included in the 'vote' for the Department of Culture Media and Sport in that year's Appropriation Act, and passed on to the BBC for the running of the BBC's own services (free from commercial advertisements), and for the BBC to produce programming for S4C. The licence fee is classified as a tax[1], and evasion is a criminal offence. Since 1991, collection and enforcement of the licence fee is the responsibility of the BBC in its role as TV Licensing Authority[2]. It subcontracts the obligations to commercial organisations trading jointly under the name "TV Licensing"[2][3]. A major subcontractor is Capita[4] which specialises in outsourcing for government projects. Edited June 18, 2009 by wellyman
CompSpud
Someone tell my why we should pay TV license when the boss's and mangers of the BBC are making 100's of 1000's every year for sitting on there ass? I think even the TV presenters shouldnt get as much. They keep bringing new radio stations and new TV channels out? Why dont we get a say in this since we are FORCED to pay for it? We have to pay our TV license's for the radio to be aired? So why dont people who listen to the radio have to pay? There is only 3 shows that are worth watching on the BBC. Family guy, Top Gear and Russell Howards Big news Sorry about the rant but i had to get it off my chest Any comments people? Rick
