They can until someone takes them to court to challenge a parking ticket.
cgksheff
Think about it. They are not obliged to provide a car park. If they believe that a car park is beneficial to the provision of accessibility to the park and the enjoyment of it by the people of Sheffield, then they would be at liberty to make reasonable provision to cover the costs of providing such a car park. If you don't like it, tell your local Labour Councillor that is up for re-election next year that you will not vote for them because of this charge. The Government have slashed Council's funding, so, if people still want to keep their services, Councils have to find extra money any way they can. That means charging for services that were free or increasing charges for services where there is already a charge. That is the impact of the Government's austerity measures. You either pay, or services will be cut.

Planner1
What happened to the option of reducing the costs of providing those services? Do you not realise that year on year "effciency" savings have been going on for decades? There is very little scope for delivering many services more cheaply, so the choice is deliver less of them or pay.
polo mint
Actually the crack pots have installed 2 parking meters in the animal car park in Graves Park. Exactly the same number of meters as there were cars when I walked through. I wonder if either of the drivers of these vehicles would have paid if charges applied as I'm pretty sure one of them belonged to the guys looking after the marqee for the Cliffhanger event. Jack_Russell
Give it a couple of years, then when the council realise its not cost effective for them to manage/maintain the parking meters as well collecting the money from the parking meters. They'll sell the car parks off to the highest bidder claiming that they need to raise money due to austerity cuts etc etc, having to make more cut backs to staff etc. Before long it will be run by one of the often mentioned parking companies on this forum. I for one don't trust them. Edited July 4, 2012 by Jack_Russell
