Football clubs pay to prevent trouble being caused by their supporters. In the case of the Lib Dems, their supporters are not the problem. So not comparable. The Lib Dems pay the £2m out of the party's own coffers. It's still rather unlikely to be the Lib Dem supporters who cause trouble (if there is any) however many there are of them.
