comes up with fault code 17965

i have a vw golf mk 4 gt tdi pd the turbo packed in, had a new one fitted for 800.00 its my wifes car as i have a company van i drove it yesterday and turbo kicks in fine loads of power, but when you hold the power about 80mph , i think the car goes into safe mode so no turbo if you stop the car and turn the ignition off and restart it drives fine around town but again when you hold speed about 80mph the same happens any idea of whats wrong and the cost please
