Too complicated?  Simple fact is that there are a lot of 'foreigners' in the UK, so there will be a proportion of them in jail, it comes with the territory. Not going to do the sums, but to me it seems that 140 million on 2.4 billion is either below representation (ie. proportionally fewer foreigners are in British jails than live in this country) or close to accurate.  Why don't you do the sums?  Are you saying that it's not, you can pay my share.  Your reading skills are limited.
