It means they pay off much less than higher earning students. You could even call it, say, a graduate tax. I don't know which way he voted, I can probably guess, but it has nothing to do with how I vote. I think his words were very wise, and as true today as they were then. The 'mess Labour left' was because the UK was more at risk from the international banking crises. Financial services formed a larger share of the UK economy than our counterparts in Europe. Labour had been increasing the deficit for 6 years running prior to the banking crisis (and you could argue that it was only Labour's 1997 pledge to continue Tory fiscal plans for the first parliament, 1997-2001, that the deficit was falling before then). Times were good and instead of putting some money aside for a rainy day, they still spent more than tax revenues were generating. Once he'd sold off gold at rock bottom prices, created a false spending boom on the back of rampant and unsustainable house price inflation, and raided the nation's pension pot, Gordon Brown had no choice but to put the rest of his spending on the never never. Labour increased public spending to create jobs for the sake of it, to make people reliant on benefits, in order to put more people on the public payroll in order to gain votes.
