See Criminal Damage Act 1971: http://www.legislation.gov.uk/ukpga/1971/48/contents no, 'graffiti' is a type and style of art and applying the material... creating in a public place, on a public building, without permission (etc..) He recently did that new shop on Abbeydale road that sells arty stuff and football programmes. http://coloquix.net/page2.htm He`s a really nice bloke too.
