A mother of 8 in Sheffield was complaining cos Council not yet come round to do some maintenance in her house. Personally I could only afford two children - my ethic is get off and earn some money to give yourself a good life, not expect poll tax/tax/NI payers to subsidise your life so you can sit on your backside and produce a never ending number of kids. Feel sorry for the kids though it's not their fault but I'm sure in a few years time they'll be following the same ethic as their mother. Great! It would only be the same if any other family was to report issues to the council/private landlord? Who says she doesn't work? The council is a landlord just like any other and if she is paying her rent they have a duty to maintain the premises according to the lease. Obviously if this work is causing any kind of risk to her children, whose future characters you have sadly besmirched, then it should be attended to promptly.
