Doesn't appear to be lies but after the first few seconds the video is about the Home Office NOT housing migrants in new builds as they've not gone ahead with it.

My edit... I've just checked and apparently

 

The men are not tracked by the Home Office, and are free to leave the vessel anytime. 

 

 

So it's not a prison at all.

That doesn't specify new builds though. That's just a call to existing landlords

Perhaps I'm being flippant. I know it's not a prison in the exact sense but when it's deliberately intended to be a persons only source of shelter then psychologically it's a prison.
