AFAIK when it ceased to be used by the RAF it then passed to the NHS - in the 70's it was planned to be the site for Sheffield's third DGH (Hallamshire and NGH the other two). Since those plans have been well and truly shelved it would have made sense to pass the title of the land to another public body - in this case the council - unless title still rests with the NHS.
