Is the paving designed to take the point loads of the stacked containers? Presume thats why the need bases. Plus some bases for stairs and other structures and platforms.

These "footings" are roughly 80/100 cm square and paving has been removed to accommodate them.

The alignment has been altered to avoid loading on top of the drains.

In fact the drains will be accessed to serve these facilities.
