The shortage of Council housing isn't because of a shortage of land. It's because local government finance rules prevent them building new housing. The land doesn't belong to Kier, theuy will be selling it on behalf of the council, like various other sites and old buildings. It's what they do. Do you really want a load of civil servants with no idea what they are doing flogging stuff? Kier have qualified chartered surveyors and planners working on behalf of the council.
