I have reported this chap to the RSPCA on my return from getting Tank back. I told them about my concerns with regard to other dogs he owns. They have stated that they will look into it right away. Hope you are OK kate, we are very happy that we could help out. Best Wishes.

We are going to get Tank tomorrow. I have taken your point on board and we will be phoning the RSPCA and the police to let them know what is happening. Hopefully it wont be required as I have spoken to the guy who has tank. I have an address and land line telephone number. Lets hope all goes well. I will let you know what happens.
