After that Penny said she was going to have to stop caring for him, she couldn't handle him.' What seems strange about the whole thing is that social services would allow an 89 year old to foster a difficult teenager, who clearly had problems. Especially after a case last year of a couple fostering refugees when one turned out to be 22 and a jihadi with child abuse images on his mobile. Given the absolute lack of foster families around the country (9 to 7k I've quickly googled) and I'm sure it wouldn't be the first time they've collected a child they were fostering from a police station.
