I know of one which closed because the landlord wanted to put the rent up. yes some of the shops down there open up, get a few grants, trade for 12-18 months close down pay no tax and then re-open again as something else:suspect: sometimes the landlord is themselves? It's not just on Abbeydale Road; it's not just since the Referendum [and please remember that the UK is still in the EU at present]; and it's scarcely a new phenomenon. Watchers of Ecclesall Road shops know that it's merely a by-product of the market economy; maybe the "closed" shops in fact expanded and moved to larger premises elsewhere? In order to get the grant they have to register with HMRC. You're just making things up (again). Or maybe you could name these shops and provide evidence of what you're accusing them of.
