The crazy immigration system in this country leaves local authorities guessing. They can not possibly plan and budget properly. Now, brace yourself, but Sheffield isn't the centre of the known universe or indeed a barometer of the planet earth. Reaching 10bn is nothing to celebrate either. I think that is precisely the problem...... Some people think it is an issue while some dont. The confusion creates paralysis where people sit and wait and dont do anything---same for climate change (which is of course related)....
