I don't think so. I remember seeing them down allen street. Never had any problems. If you said no they would just leave you be or just ask for a ciggy.

Couple of years ago I was accosted outside Southey Library, at 2.30pm!

 

Some of the old boilers who used to sup in the Magnet across the road were a bit rough and ready and were probably half cut by 2.30pm .
