Each parent would claim for the first two children. The same way CB currently pays a little more for the 1st child. When the eldest grows out of CB the 2nd child becomes the 1st and gets the little more. Or if a couple with two children split up and separate the children each get the 1st child payment. Or are you suggesting that one parent from a couple that splits legitimately would get no financial aid for additional children. I’m saying if there was a rule that only gave state assistance for the first two children then all the state would help pay for is two no matter where or whom they live with. But when the families split they would then be the first two children for each one parent family. Even if you don't pay any child benefit that is two lots of housing beneft you have just created.
