For that to work, the concept of shooting galleries won't work, you would have to just walk away with it, and enough for at least a full day for a full on addict. Is that the direction you think it should go? If not, then either these shooting gallery type places will turn into squat / slum areas or addicts will go elsewhere. I'll pay a premium to drink alcohol away from the masses, just like addicts will...

Smoking is a little different, the high is very different, nothing like drunk, high, etc... Go down to the Cathedral, outside the Cremorne, etc and ask if any of them have tried heroin, many have and will if offered! Heroin is probably even better than alcohol for people who want to shut the world out!

It's not, because many won't want to go to clinics or other types of shooting galleries, they'll want to do it when and where they want to.
