Just because the 20-something Salford University grads who work for BBC online have never heard of them, the rest of the world have. And loads still use them, even if it's mostly now just a function on a photocopier. So why would a transfer request have to be sent by fax? Easy...it probably would have to be signed by the player. Has exactly the same legal standing as sending your signature by fax, since the Electronic Communications Act 2000 in the UK and eIDAS in the EU.
