Rising sea levels. Is it as much about rain as it is melting icecaps?

Are rising sea levels as much or more about rain as about melting ice caps? There is an awful lot of rain getting into our rivers and it ends up in the sea.

There is a link-around the world wet countries have much higher sea levels than drier ones.

But as the water that floods peoples houses deposits lots of dirty brown crud wouldn't there also be lots of that getting into the sea?

If 1 part in 1000 of river water is suspended crud that would suggest 3 billion tons of solid material enters the sea every hour from our rivers.
