I set up a wireless IP cam CCTV system using Wancam camereas (Ebay) and one of the various free / cheap cam software aplications you can download. It runs on a pretty low spec PC so no reason your laptop would struggle, but as MOS says, it's a bit of a waste depending on what you plan to do with it. Plumb it into your home configure your router and you can see the image on any smartphone when you are out and about, and move the pan and tilt. I've got one and they are superb.
