his grave was surrounded by smack rat needels, which i removed. why has this city allowed this to happen?

i think you need to sit down and start contacting other people if you wish to go down that road ,somebody with some clout or high visibility the sort of people who know how to get their faces in the papers,as an individual applying I dont think you would be very successful.The Y&L museum behind you may make a difference contact them
