medusa   16 #9 Posted January 10, 2009 If the young person in question has mobility difficulties then in some circumstances they can get their provisional licence at 16 rather than 17, but other than that you're stuck with waiting until he's old enough to get a provisional licence at 17 unless you can find someone who will take him on private land (you are unlikely to find a driving school which does this openly though as virtually all of them will only take you as a pupil once you have your provisional).
