Houseowners and businesses used to have to buy insurance premiums  to Fire Companies who provided the fire engines and firefighters.

   The Fire Insurance produced very accurate maps of the growing industrial cities, included on these maps were the type of construction and therefore risk associated with all the buildings in their service area. This was the basis of calculating the premium. E.g. type 1 buildings in the area map I have studied would be high risk, dense, combustible houses and other reasons where the Insurance would not be offered- poor homes, back to backs, high density, etc.

   Historians have used these maps and records of premiums paid over time to help describe the area.
