Sad fact is we will never get away with this problem. I remember when I first started on the forum there was a megathread on Gemma the beggar till someone pulled the thread.

 

It seamed that the context of the thread was that Gemma was offered help but never took it and prefered to go up to strangers with her grubby boyfriend and her ever changing leg limp to say "scuse me can you spare some change please for....".

 

Gemma has since gone it seems but there are other Gemmas out there now doing the same. So it can be sorted but only after so much resource is put into these individuals.

Now, I've never known it when I was a lad. But nowadays, in this modern Britain that we have and this all inclusive modern Europe that we belong too, we have our very own third world examples in what was once our exclusive First world country.
