Our area is due to have the meters installed early next year and we only hear the good news stories from established sites. It seems quite expensive at the moment, I do hope this evens out during the summer months. Also it does not seem as hot as before, perhaps less pipes under the floor? Yes, subject to what the Transfer/Conveyance/Lease prescribes. There's usually a Disconnection Charge and a Disconnection Loss Charge. The latter covers loss of future profit of the council.
