Seatbelts have been compulsory for years yet some people think they are indstructable and the law doesnt apply to them. When will people ever learn?

I drive a black van which looks kind of official. With a high cab I often see drivers reaching to put their belts on as well as messing around on their phone. No need for that kind of outcome. Same with kids in front and rear seats.
