Bike gear change repair?

My daughters bikes gear change is broken. Its the type that you turn on the handle bar. Does anyone know if/how this can be fixed at a reasonable rate? Halfords want £30 (includes labour) but to be honest the bike was only £50 so ideally don't want to be spending that much. Is a "Giant" mountain bike.

With your username being NHSslave I'm figuring you work in the NHS somewhere in Sheffield. Check to see if you could utilise free/discounted bike doctor facilities at the Northern General? A few details can be found in the Sheffield teaching hospitals staff benefits handbook (PDF - that from 2011, there may be an update)
