We dont have to get rid of all benefits to get rid of the culture, give them to everyone. A guaranteed good meal for all children, Scotland already do it for all kids in primary. I do think funding needs to be increased, when Jamie Oliver had his program on TV, he was very much praised, but the cost allowed for school meals id derisory. http://www.cpag.org.uk/scotland/school-meals Finland and Sweden have both given free school meals to all for many years. I agree with what you are saying; but we already give free school meals to some poor families. The families that dont qualify, are not rich, and some dont like the stigma of claiming. I just googled, my daughters school menu looks ok, salad, curry n rice etc. Not sure what goes in the curry, but if the kids occasionally choose a healthy option it should be ok. The salad only has to be one piece of cucumber. The rice will be a small portion of white The curry ; as you say content of the meat is unknown (but it will be the cheapest available) ,it will not, I very much suspect, be wholesome and freshly prepared.
