They've been looking for a suitable park and ride site on that side of town for a long time. For it to happen, you need a site that is suitable for the purpose (ie you can get planning consent), a landowner who wants to sell and a large budget. They haven't been able to find a site and now with all the cuts, the budget could be a problem. Then the PTE should have thought of this when they planned the tram lines, Im sure there is a spare bit of lane near to the Herding Park tram stop or Norton Avenue.
