I expect the 'fixer' in the Apple store will get paid slightly more per hour than the Chinese gentleman who made it gets per day. No charge for labour. It takes them less than 5 mins. The touch 4 with the camera is a pig to replace if you try to separate (bonded) the digitiser from the LCD unlike the previous models. In effect you have to buy both screen and digitiser complete. If yours is the previous model then yes I would agree with time and cost, but the touch 4 screen alone is £15 and that doesn't inc the digitiser.
