Don't need half an inch of snow to shut London.  Just saying they might get half an inch is enough!  As Corky says when such a large percentage have not even seen snow before, it's not surprising they don't know how to drive on it.  But do not underestimate the numbers of Eastern Europeans who do!  No excuse for home grown cockneys not picking up a shovel, whilst sitting on their arses blaming the councils.
