I think we can all have a good laugh about this - but yes, it was a well-executed practical joke. That said, it did have the Council leader fooled for a while... That's because of the way the bindings were done. Unless the manual had exactly the right number of pages, you would end up with a few blank pages at the end. Then some people would enquire whether they had missed some stuff off. To prevent that, they used to put that message.
