PinkJo Posted November 6, 2013 Share Posted November 6, 2013 This sounds a bit strange. Any witness who was disabled and vulnerable would have given a statement via video. A police officer cannot force someone to sign a statement, and if it had been written would have been countersigned by someone to ensure the vulnerable witness understood what was happening. What did your friend witness and why didn't he/she bluff the officer into arresting her, I'm wondering what offence she was threatened with for not signing a statement.
