The photo will be going onto a plaque

Can anyone please help i am needing a photo resizing, what it is is my brothers puppy died and he has ordered a stone for it but the pic we have is too small the guy has said the resolution needs to be at least 300 is there anyway of resizing it ? We don't have many pics of the dog so now panicking that we won't be able to get it don't So if anyone knows how then I'd be so grateful

I know this is a massive ask but is there anyone out there with a kind heart, My friend paid someone to do her garden for her after being quoted a price for completion she had paid double the price quoted and now the bloke has said he wants more money to complete as he has run out of money, She has just come out of hospital after a massive operation and he promised it would be finishes but it hasn't been and he has walked off the job, Is there a kind trader that would be so kind as to finish it off for her, I know it's a massive ask and Thankyou all for reading xx (Ps) I can send a pic of what needs finishing its paving
