If the policy allows for a limited amount of personal use then deliberately trawling through personal emails would be a breach of privacy law, unless the policy also made it clear that all emails would be monitored (as most policies do these days).  Exactly this.  Apart from "would be" should be "could be"............as the rationale for looking at the emails would need to be consided by a court.
