Can be worth paying someone to help your site ratings along if you / your web developers aren't up to date with current search engine algorithms and ranking mechanisms.  Temporary is certainly true to an extent. If you're in a competitive field even more so.  Expensive ? That's rather subjective, depends on your view.  If your site doesn't appear in first 3 pages of a search result it would probably be worth putting some effort in as your site wont be attracting the customers.
