Good idea to show em up with yellow paint - least that way you have a chance to avoid the beggers.  SF do same with faulty street lights - putting a band of yellow electrical tape round the post to signal that the lamp is broke. What I don't understand is if SF have stopped to put the tape round the post of the faulty lamp, wouldn't it have just been as easy to fix the problem there and then, assuming if was just a burnt out bulb, etc..? Street lights get surveyed at night and any found out have the fuse and lamp replaced. If this doesn't get the light lit and its something more serious, they put the yellow tape round it.
