Gimp is tops as rich said, but you need to put some time into learning how to use it.

Photophiltre is one month free trial but on win 2000 doesn't nag you when the expiry is up (in my experience)

It only costs about twelve quid to buy anyway.

 

irfanview is a great freebie but not so fully featured.
