Urm... nope to the board game EU2 sessions can already take quite a few days, now imagine how long it would take to play it as board game.  Yes, optimally it would be played within a LAN. I never played it online against others. Just against comps and on a LAN against human opponents. Just haul your comp over to someone's place to play. The latest PC game version was called "Risk II", it had a few optional variants you could play as well, and still should be in bargain areas in your local GAME store. Or sold for peanuts online.
