What time should kids be in at night?

On the street where I live is a small boy aged around 5/6, last night he was playing in the middle of the road on his bike at 11pm! On numerous occasions this same child is seen wandering the streets at all times and often with a group of teenagers causeing trouble! Im not a snob but is this safe? Who is to blame if something happens to him? Who would be the first to complain? Why cant some parents take responsibility for their ofspring? Why do they not cause trouble and shout outside theie own homes?

we had to be in when th street lights switched on , but that was back in t'day!

you and me both and probably alot of other people too! Is it just me being unreasonable? We live on a bus route and alot of cars fly up and down the road so I worry for his safety just in that respect never mind the not-so-nice people wandering the streets at night!

I have a 5 year old daughter and wouldn't dream of letting her play out on the street, let alone after dark! She goes to her friends houses and plays out in the garden, but I don't think at that age they are old enough to be fully aware of the potential dangers; cars, not-nice people, etc. Maybe I am overprotective but 5 seems too young to be let out on their own.
