Cyberlink Power DVD works perfectly here (Win 98).

As far as I know Media Player doesn't play DVDs by default. You need a third party software installed (like WinDVD). Once you've got this installed Media Player can use it's files in the background to play DVDs. I don't know of any free DVD players but you may get something that works from a free site like ZDNet.com or Tucows.com.

All MPEG-2 decoders (used in DVDs) require a fee to be paid. Most graphics cards and pre-built PCs come with something like Cyberlink PowerDVD or similar.

For free do a search for Media Player Classic or VLC as these are both free and play DVDs :)
