BobbyBunny
My dad used to get it all the time from when he was at work. He had to go to the hospital and have some special eyedrops put in. In the end he ended up pinching (and no I don't condone this, but it was wasting time making trips back and forth to the hospital ) a bottle of the stuff they put in his eyes, so when he got flash he could put it in his eyes himself and save all the hassle. Tell your boyfriend he shouldn't be welding without his mask or eye goggles on. You generally only get flash when you've been looking directly at the welding that you're doing. I was a Welder for years (Look at my Avetar). Used tea bags soaked in cold water and applied to the eyes soothes a bit.
viking
Wear protective eye gear...that's what its for. That's not useful now, It can happen by accident if someone else starts welding as you are walking past. I use to have a motorbike, and ride around with my visor up to get some air to my eyes. It is called "Arc Eye" it is painful. It actually burns a layer of skin off your eyes, Should be ok tomorrow.

viking
Have a look HERE if that helps. Treatments have altered since I was welding.
JoeP
UV radiation generated from the ARC causes burning of the conjunctiva. I had it when I was a student after a failsafe on a UV steriliser didn't fail safe. I opened the door and got a facefull. Teabags and eyedrops from the quack worked for me - not nice though. Made me more careful in my later student years.
