Division Street road 'repairs'

Walking down Division Street the other day, I noticed they'd finished some of the roadworks. I also noticed that where there used to be bricked paving at the junctions, there was now just tarmac. It looks rubbish.

 

Is this just a temporary thing or should we expect that any effort in making a street look good goes to waste as soon as it needs digging up? I'm sure I've seen places (maybe not in this county) where bricked paving is carefully removed and carefully replaced when work is required underneath it.
