Start>Run and type regedit Navigate to the following key: HKCU\Software\Microsoft\Windows\CurrentVersion\Pol icies\ActiveDesktop In the right-hand pane, delete "NoChangingWallPaper" If you are not familiar with editing the registry then you could try this from Kelly's Corner Number 128 right hand side. The problem we had was, like yours, we couldnt change the files for a background.
